FEDERAL CONTRACTORS – Subcontracting LG2ES
Nearly all Unrestricted solicitations and contracts have subcontracting goals to utilize small business, 8(a), SDB, Woman-owned, SDVOB, and HUBZone firms. LG2ES can simultaneously satisfy the following subcontracting goals
- Small Business
- 8(a)
- SDB (Small Disadvantaged Business Enterprise)
- WOSB (Woman-owned Small Business)
Although large federal contracting firms are pressured to subcontract small businesses, it is not the goal of LG2ES to rely on that requirement for continued business. Our mission in federal subcontracting is to become realized by all leading federal contractors as a valuable team member specializing in the environmental components of their projects. As a valuable team member, our goal is to make our Prime Contractor look good, by providing technically superior, responsive, and innovating environmental service.
Overall, we want well-positioned large federal contracting firms to use LG2ES as a partner because they want us on the contract, . . . not merely because they have to meet subcontracting goals.
ADVANTAGES TO SOLE SOURCING A REPUTABLE SMALL BUSINESS LIKE LG2ES RATHER THAN SEEKING COMPETITIVE BIDS

LG2ES can be contracted as a SOLE SOURCE PROCUREMENT through the 8(a) program and through existing IDIQ contracts.
The following are different options to contract LG2ES without soliciting proposals and bids through fedbizopps.
Option 1: Sole Source Directly to LG2ES – Contracts less than $100,000.
For contract amounts less than $100,000, any federal government entity can contract LG2ES sole source with no approvals or additional paper work. Just simply issue the contract straight to LG2ES with no questions asked or justification needed. The only time involved would include writing and executing a contract or work order.
Option 2: Sole Source Directly to LG2ES – Contracts between $100,000 - $3,500,000.
For contract amounts greater than $100,000 but less than $3.5 Million, the project must be approved as an 8(a) sole source for LG2ES by SBA. The following steps are typically followed:
- The project manager or other government official identifies a statement of work, prepares a government estimate and earmarks funds.
- LG2ES is chosen to perform the work
The agency will fill out a Small Business Coordination Record form and submit it the SBA. The SBA will then give authorization to negotiate. The interested agency may consult with their small business program office and/or the contracting office to complete the Business Coordination Record or a Procurement Request Form, depending on the agency. Federal departments have different forms. For example, the DOD and its agencies use DD Form 2579.
- Contract documents must include the following statement:
“Request procurement be made pursuant to Section 8(a) of the Small Business Act 15 U.S.C. 637(a) and in accordance with FAR 19.8."
- Once the procurement request has been made, the Small Business Deputy or the Contract Officer submits an offer letter or a proposed project form (FAR 19.804-2) to SBA.

- SBA will typically process the offer within a few days. Upon approval by SBA, the process returns to the contracting officer who submits the Scope of Work and Request for Quotation to LG2ES.
- LG2ES submits its proposal. The package is evaluated and negotiated (if necessary).
- The contract is awarded.
Option 3: Sole-Source Directly to LG2ES – Contract amounts over $3,500,000. (Sole Source Justification)
For contracts over $3,500,000 (or typically determined to be over 50% of the small business amount of the applicable NAICS Code), LG2ES can still be sole sourced. In addition to the process in Opportunity 2, above, the agency must give written justification that contracting LG2ES is better for the government than soliciting bids and proposals from the open market. Usually, the agency has to prove that LG2ES either offers a service or product that is unique and not available on the open market at competitive pricing, or LG2ES has specialized knowledge or other advantage such that choosing any other firm would result in an increased burden on the government in time and costs. This typically involves extending previous LG2ES contracts that exceed the contract time limits due to increases in project scope.
Option 4: Sole Source IDIQ with LG2ES.
When an agency discovers the value in contracting LG2ES as an 8(a) sole source, they will want to utilize it on a regular basis as a means to obtain high quality, responsive, and cost-effective environmental services without wasting considerable time and without the risk of receiving low-quality services through the low-bid process. The agency can easily choose to award a sole-source Professional Services IDIQ (Indefinite Delivery/Indefinite Quantity) contract to LG2ES for up to $3,500,000. Preparation of this IDIQ is very cost-effective for the agency as it minimizes the length of time involved in contracting out individual task orders and it is not as costly and time-consuming to award as a competitive IDIQ. Furthermore, this type of contract assures that the agency will continue to obtain quality, consistent service at a fair price. This type of contracting mechanism can be awarded very much like the sole-source contracts described above. LG2ES currently is operating under a Sole Source IDIQ contract with the Savannah District US Army Corps of Engineers (see option 5 below).
Option 5: Sole Source with LG2ES under existing IDIQ contract with US Army Corps of Engineers, Savannah District (W912 ------)
LG2ES currently is operating under a Sole Source IDIQ contract with the Savannah District US Army Corps of Engineers. Under this contract, the Savannah District can request proposals and negotiate if necessary for any project. Savannah District Corps can also use this contract for any project for any other federal agency including other Corps of Engineers Districts, Army, Air Force, NAVFAC, Marine Bases, VA projects, FEMA, etc. This mechanism is also quick and easy compared to open advertisement and competition. Therefore any federal agency can contract LG2ES under this IDIQ contract with Savannah District USACE. Option 6: Basic Order Agreement with LG2ES
A Basic Order Agreement (BOA) is also available on a sole-source basis under the 8(a) program. A BOA is a written instrument of understanding, negotiated between an agency, contracting activity, or contracting office and LG2ES, that contains the following items:
- Terms and clauses applying to future contracts (orders) between the parties during its term
- A description, as specific as practicable, of supplies or services to be provided
- Methods for pricing, issuing, and delivering future orders under the Basic Ordering Agreement.
GSA Environmental Schedule
LG2ES has been awarded the GSA Environmental Services Schedule. This schedule is further assurance in the quality and consistency in LG2ES. Our capabilities, pricing, and qualifications in the area of environmental services have been pre-approved by the General Services Administration via GSA Federal Supply Schedule Contract No. GS-10F-0375N for SIN 899-1. An interested agency can seek 3 or more compatible firms with similar schedules and request a competitive proposal. Although this contracting mechanism is easier than full open advertisement on fedbizopps, it is still much easier to simply sole source LG2ES as described in the options described above.
